PlainCouncilTax ranks billing authorities by the change in their published area Band D total from 2025-26 to 2026-27. The total can include several precepting components, and annual increase arrangements differ across England, Scotland, and Wales.
PlainCouncilTax computes the Band H Council Tax for each UK billing authority by applying each nation's statutory Band H ratio (18/9 in England & Wales; 882/360 in Scotland since 2017) to the council-set Band D rate. Band H covers properties valued over £320,000 at the 1991 valuation date and is the highest band in England and Scotland (Wales adds a Band I above it). Welsh Council Tax has a Band I above Band H using a 21/9 multiplier.
